As you know, keeping dogs chained (or "tethered") is cruel because it deprives these highly social pack animals of proper socialization and often leaves them unable to reach whatever shelter, food, and water has been given to them. Currently, Montgomery County allows guardians to leave their dogs chained outdoors unattended for up to two hours, a limit that's difficult for most busy law-enforcement officers to enforce. Also, in under two hours, dogs can—and do—die from heat stroke, freeze, sustain attacks by other animals, or become strangled when chains get tangled.

Public support is vital to ensure passage of Montgomery County Executive Regulation (MCER) No. 17-17, which would prohibit guardians from tethering dogs unless they're outside with them. The proposal would also prohibit leaving animal companions outdoors during weather emergencies and require that dogs transported in the beds of pickup trucks be secured by a cross tether or caged. Please contact the director of animal services by Wednesday, January 31, to express your polite support for MCER No. 17-17.

I'm a Montgomery County resident, and I'm writing in support of Montgomery County Executive Regulation (MCER) No. 17-17: The proposed Department of Police regulation Anti-Cruelty Conditions for Dogs.

If passed, the regulation would prevent chained dogs from suffering from heat strokes, freezing, being attacked by other animals, or being strangled when chains become tangled—all of which can happen during the current two-hour chaining limit. The proposal would also prevent companion animals from suffering and dying outdoors during weather extremes and provide dogs who are transported in the beds of pickup trucks with much-needed protection.

Amendments proposed in MCER No. 17-17 would not only protect animals but also enhance public safety: A study co-authored by two Centers for Disease Control and Prevention physicians found that "[b]iting dogs were … more likely to be chained."

I respectfully urge the county to pass MCER No. 17-17.
