Time is running out on a crucial piece of legislation, the FDA Modernization Act 3.0 (HR 2821), which recently passed in the House and needs a final vote in the Senate before it can become law. We URGENTLY need your help to urge the Senate to act.

This is a CRITICAL matter. Your participation is ESSENTIAL to save lives. Countless animals are tormented and killed in pointless experiments each year to test medications that then fail when they go to human trials.

The Senate unanimously passed its version of the FDA Modernization Act 3.0 in December 2025, underscoring the broad bipartisan consensus behind the legislation. Following House passage of HR 2821, only one final Senate vote on the bill remains before it can be sent to the President’s desk for signature.

In 2022, Congress passed the FDA Modernization Act 2.0, which made clear that non-animal tests can be proposed to determine if a new drug is safe and effective. However, the Food and Drug Administration is dragging its feet. Making changes to the law has not translated into action by the FDA to support proposals to replace the use of animal tests. Passing the FDA Modernization Act 3.0 is a step in that direction.
