In November of 2025 Mayor Karen Bass announced a long-overdue initiative to crack down on crimes involving animals on Skid Row. Advocates doing outreach work to help people and animals in the area had been begging her office to take action for months, after authorities allegedly failed to act on reports of animals being abused, neglected, illegally bred, and even killed.

However, in the ensuing months advocates have continued to document dogs on Skid Row living in states of sickness, injury and neglect, as well as being illegally bred and sold without adequate intervention from the authorities to enforce the city’s mandatory spay/neuter ordinance, breeding moratorium, and cruelty laws.

Illegal breeding, cruelty, medical neglect, and abuse are unacceptable anywhere, and the city MUST take immediate action to investigate the cases being reported on Skid Row.
